Sometimes photos come out completely clear, and sometimes they blur up to 1x–10x. While blurring, an unusual rattling sound is also heard next to the camera. Sometimes the same issue appears in videos at 1x.
Probably an issue with the OIS/lens mechanism.
You can either get the camera repaired or install another camera at a lower price.
